After a gap of about 10 years the JCM meeting was held yesterday. Vice Chairperson KVS presided over the meeting. I may say the meeting is successful in the sense it is the beginning of a new chapter, thanks to the court case by KEVINTSA. As usual KVS side attitude was negative on almost all issues. I am waiting for official minutes which may be available in a fortnight. Without getting the official minutes its difficult to sound on the decisions of the meeting but I may hint on the positive outcome.
  1. MACP issue pending with the HRD Ministry has not been rejected, JCM decided that the matter may be pursued for early orders.
  2. No discussion on implementation of KVS version of RTE since the matter is subjudice. However Madam Chairperson desired the AIKVTA to discuss the matter of disciplinary action initiated against the AIKVTA members for participating in the agitation on 16th March with the Commissioner KVS and only then, subject to further dispute , the matter may be brought to her notice.
  3. JCM decided that in selection- promotion of Teachers, a cut off mark to determine the eligibility( pass mark) of applicants will be fixed and there after all those who are above the cut off mark will get promotion as per seniority in service. The earlier method of merit list based promotion has been done away.
  4. Yoga teachers will be transferred to their choice stations with post in case there is no vacancy in the station they request for.
  5. Though there is no provision in guide lines, still no taker vacancies and mutual transfer cases will be considered by KVS.
  6. Ministry of Health will be pursued by KVS to extend CGHS facility to KV employees since a section of KVS employees are already availing the facility.
  7. KVS has taken up the case of change over from CPF to GPF with the Finance Ministry and the matter will be pursued further.
  8. The demand for five day week will be sent for consideration of BOG again.
  9. The employees representation on KVS,BOG and AAC will be put for consideration of BOG.
  10. KVS will examine the matter of grant of spl. EL to employees who were on census duty in the light of GOI orders in that respect.
  11. Management side did not agree to grant higher grade pay to PRTs ; at par with other employees of KVS in the pay scale of 6500/- citing the cadre difference.
  12. BOG decision to increase the pay scales of KV Teachers and the decision to set up a committee under the chairmanship of Vice Chairman KVS has been put on hold by Govt. orders, hence there is no possibility at all.
  13. Similarly on teachers work load issue also the management was very negative.
This what I recall about the deliberations in JCM but this is subject to minutes approved by the Chairperson of JCM.

केंद्रीय विद्यालयों में सांसदों का कोटा दो से बढ़कर छह
जागरण ब्यूरो, नई दिल्ली : अगले महीने शुरू होने वाले संसद के मानसून सत्र के पहले केंद्र ने सांसदों को बड़ा तोहफा दे दिया है। कभी केंद्रीय विद्यालयों के दाखिले में संासदों का कोटा खत्म करने की वकालत करने वाले मानव संसाधन विकास मंत्री कपिल सिब्बल ने एक शैक्षिक सत्र में दाखिला कोटा दो से बढ़ाकर छह कर दिया है। जिन सांसदों के क्षेत्र में केंद्रीय विद्यालय नहीं हैं, वे पड़ोस के केंद्रीय विद्यालयों में दाखिले की सिफारिश कर सकेंगे। खास बात यह है कि उसमें किसी कक्षा में छात्रों की पहले से तय सीटें भी आड़े नहीं आएंगी। मानव संसाधन विकास मंत्री कपिल सिब्बल की अध्यक्षता में हुई केंद्रीय विद्यालय संगठन बोर्ड की बैठक में सांसदों के दाखिले की सिफारिश का दायरा बढ़ाने की मंजूरी दी गई। सिब्बल के मुताबिक, कोटा बढ़ाने की मांग लगातार हो रही थी। अब कोई भी सांसद अपने क्षेत्र के केंद्रीय विद्यालय में आधा दर्जन दाखिले की सिफारिश कर सकेगा। अभी लोकसभा के 142 सांसदों के संसदीय क्षेत्र में केंद्रीय विद्यालय नहीं हैं। बताते हैं कि अब वे अपने पड़ोस के केंद्रीय विद्यालयों में दाखिले की सिफारिश कर सकेंगे। राज्यसभा के संासद अपने राज्य के किसी भी केंद्रीय विद्यालय में सिफारिश कर सकेंगे जबकि, मनोनीत सदस्यों की सिफारिश किसी भी हिस्से के केंद्रीय विद्यालय में लागू हो सकेगी।

MACP For Teachers in KVS

Kendriya Vidyalaya Sangathan has adopted Modified Assured career Progression scheme(MACP) for the Non Academic(Non-teaching) group B&C employees of KVS at par with the central govt. employees as per the recommendation of the 6th Pay commission, vide MemorandumF.11029-16/2009-KVSHQ(Admn-1)-168 dated 9th February 2011, after getting the approval from the Ministry of HRD, Govt. of India. But the Teachers of KVS have been denied on the “Technical ground” that ACP scheme was not implemented to teachers of KVS.

It is true that Govt. of India recommended MACP only for the employees covered under ACP scheme. Delhi Administration Schools were already implemented ACP scheme for teacher’s long back and now they are enjoying the benefit of MACP too. The ACP scheme was introduced as per the Fifth pay commissions’ recommendation to the Non-teaching staff of KVS in lieu of senior scale and selection scale granted to teachers.

KVS has conveniently forgotten that Teachers were granted the three tier pay scale- basic scale, Senior Scale and Selection Scale and teaching allowance of Rs.100 p.m as per the Fourth pay commission’s recommendation along with the recommendation of DP.Chattopadhaya Commission in 1986 in lieu of promotions. Fifth pay commission had also recommended to continue the grant Senior scale and selection scale as it was granted by the Fourth Pay commission since teachers were not getting any promotion within a period of 12 years of service in the basic scale. Unfortunately the Fifth pay Commission had recommended to withdraw the Teaching allowance for teachers and to enhance the allowance of teaching allowance of Rs.150 p.m. to principals and the principals were drawing the same till 2006. Some teachers continue to remain for 18 to 20 years without any promotion. These pay scales were granted to teachers to address the lack of promotional avenues of the teachers of KVS.

Further, Fifth pay commission had suggested to modify the residency period for granting the above pay scales of teachers while submitting their recommendations. Unfortunately Govt.Of India did not take any decision on this recommendation and kept their suggestion in the cold storage for ten years.

KVS has introduced ACP scheme to Non teaching in lieu of Senior scale and Selection scale granted to Teachers of KVS at par with the central govt.employees as they were not getting any three tier scale while teachers were enjoying a little bit. The author got only Rs.10 when the senior scale was granted after 12 years, but some teachers got nothing as they were drawing the same pay. There was some difference between ACP granted to Non-teaching staff and Senior/Selection Scale given to teachers. Both Schemes have the residency period same. Those teachers who are 12 years of service in the basic scale will get Senior scale and those who are 12 years of service in the senior scale will get Selection scale subject to certain conditions.ie, only 20% of post of senior scale was only converted to selection scale and higher qualifications should be obtained in the same subject. Later, KVs had changed certain provisions for granting Selection scale. But Selection scale was not granted automatically. Members of Non-teaching staff were getting fixation benefit under FR22c. (one increment) and ACPs were granted automatically provided there is no adverse entry in the ACR. But this fixation benefit was denied to the Teachers despite requests and representations.

Nobody was concerned for the teachers of this pace setting institution and instrumental in bringing as ‘No.1 Educational brand’ of this country. Moreover, Teachers have to undergo 21 days compulsory in-service course and to obtain higher qualification earmarked for the next promoted post for getting selection scale. For getting senior scale, no additional qualification was necessary as per the order. What an irony is!

Therefore, ACP to Non teaching staff and selection scale/Senior scale to teachers were different in its nature. Both can not be equated identically. When one increment was granted under ACP, no increment was granted to senior scale holders, only pay is raised to next stage in the pay scale.

KVS/HRD, Govt.of India can pass a simple order that teachers of KVS are also brought under MACP at par with the Non-teaching staff of KVS instead of senior and selection scale for teacher’s .There is no home work required to pass such an order when the entire central govt. employees and employees of autonomous were granted MACP. Teachers are at a great loss if the MACP is not granted to them.

After 10 years of service, teachers will get next grade pay and a fixation increment, after 20 years they will get next grade pay and another fixation increment and after 30 years they will get next Grade pay and another fixation increment. (10+10+10). Even teachers in Kerala state are getting for 8 years service one grade. There are certain classes of teachers who can not dream of a promotion in their career in KVS. — TGT(Phy),TGT(WET), Music teachers, Yoga, TGT(Drawing), Librarian, Sanskrit TGTs, TGTs without PG Qualifications. Etc- may not get a promotion normally in KVS. Therefore, Teachers are unhappy, dejected, discontented with this step-motherly attitude of govt. by sanctioning MACP to one section of the employees.

Camera in classroom: HC dismisses school's appeal


Kendriya Vidyalaya approached the high court after their orders transferring teachers to Kochi and Chennai was quashed by the Central Administrative Tribunal (CAT).
On Wednesday, division bench comprising justice C N Ramachandran Nair and justice C K Abdul Rehim dismissed the appeal against Jayaseelan M, a teacher of biology at Kendriya Vidyalaya No 1, after KV's counsel brought to the court's notice that another division bench of the court has dismissed three appeals on the same issue.
Turning down the appeals filed by the school earlier, division bench comprising acting chief justice Manjula Chellur and justice A M Shaffique had ruled that transferring the teachers was not right and there was no ground to interfere with the CAT's order, which had found that the transfers were not legally sustainable.
The school's principal had installed surveillance cameras using the school maintenance fund, raised by collecting Rs 240 per month from around 3,000 students, during the autumn break in October last year.
When the school reopened, students and teachers protested against installation of cameras by staging sit-ins in front of the principal's office. Following this, the district collector, who is also the chairman of the school, intervened and directed the principal to temporarily discontinue the use of surveillance cameras.

KVS has decided to patent the new school uniforms

The Kendriya Vidyalaya Sanghathan (KVS) has decided to patent the new school uniforms that it will introduce for Class 1 students across the country with effect from the current academic session.

"Our dress code had been used by various other schools in the country. To avoid such 

duplication byother institutions, we will get the new dress code patented," said joint commissioner (training), KVS, Sachi Kant.
The new dress code will comprise check-patterned shirts, dark grey check-patterned frocks and trousers for girls and boys, respectively, for the Classes 1 to 8. For students of Classes 9 to 12, check-patterned kurtas and shirts are to be worn with trousers, salwars and waistcoats.
During winters, cardigans and sweaters in dark grey colour with red borders can be worn along with grey coloured hooded jackets with the KVS logo embroidered on the back.
The sports uniform has been designed keeping in mind the colours of four houses in KVs, namely blue, yellow, red and green T-shirts that will be worn with navy blue track pants.
The initiative is part of a larger, albeit gradual rollout of the school network's new dress code. While the shift in uniform will be mandatory for almost one lakh students who have taken admission in Class 1 in various KV branches, it will be compulsory for the students of other classes with effect from the 2014 academic session.
"The uniform sets for winter, summer and sports activities will cost around Rs. 3,500. We will give specifications, samples of fabric and prototypes of the new uniform to all regional officers, schools, principals and parents. Similar information will also be uploaded in our website," said KVS commissioner Avinash Dixit.
The regional officers, schools and parents can procure fabric in bulk and get the new uniforms stitched. The accessories such as belt, pair of socks, multi-purpose shoes and scarf have also been redesigned.
The new uniform has been designed in collaboration with the National Institute of Fashion Technology (NIFT) and ministry of textiles.
The current design has been in use in KVs since the network of schools was established in 1963. The schools have been informed that the old and new uniforms shall continue during the transition period (academic sessions 2012-13 and 2013-14) for Classes 2 to 12. "The old uniform shall phased out by 2014, by when all the KV students will follow the new dress code," Dixit added.
Fee hike on the anvil
The KVS Board of Governors is also pondering a hike in the fees for the students of Classes 9 to 12. "The scenario has changed in last five years. We will ensure that the hike is nominal for these classes, while we provide free education to all students till Class 8 as per the rules laid under Right To Education (RTE) Act," said Sachi Kant. He added that till Class 8, KVs fund education and raise infrastructure with the help of the Vidyalaya Vikas Nidhi (corpus).
Kendriya Vidyalayas charge Rs. 25 per child as admission fee. Those studying Computer Science from Class 3 pay Rs. 50 as additional charges.
Tuition fee for students in Classes 9 and 10 is Rs. 200, while those opting Science, Commerce and Humanities in Classes 11 and 12 pay Rs. 400 and 300, respectively.
